It does some pretty neat stuff like hand crafted global illumination, bloom and emissive tweaks and some pitch black environments.
Installation:
Download and install using NMM
Manually download and extract into the Fallout 3 Data folder.

This doesn't strictly apply to ATMOS Enb, so far I've tested with Enb Next Generation and The ENB of the Apocalypse.
But you must use the same internal lighting settings in enbseries.ini as for ATMOS Enb.

Performance hit?
Almost none for modern systems. The interior now has twice the number of lighting nodes, but these are simple non-shadow-casting vertex nodes.
Some interiors still don’t look good?
Yes, this does not apply to all cells. All affected cells are produced by hand, taking approximately 1 hour per cell. So I chose some cells that look terrible but are relevant to most games.
